Patrick Collins concentrates his practice on complex litigation, national security, and international trade matters. He has represented leading defense and aerospace contractors, logistics companies, government services providers, universities and nonprofits in licensing, audit, internal investigation, transactional, and complex litigation matters, including compliance with the U.S. Export Administration Regulations (“EAR”) and the International Traffic in Arms Regulations (“ITAR”).

International Regulatory Compliance and National Security

Pat advises on matters arising under U.S. export control and national security laws, including the ITAR and the EAR. His work extends to international trade-related due diligence on mergers and acquisitions, the assessment of export control classifications, internal investigations, and the preparation and submission of voluntary self-disclosures to the U.S. Department of State’s Directorate of Defense Trade Controls (“DDTC”) and the U.S. Department of Commerce’s Bureau of Industry and Security (“BIS”). Pat also advises on the design, implementation, and administration of international trade compliance programs, as well as on strategic and regulatory matters relating to the jurisdiction of the Committee on Foreign Investment in the United States (“CFIUS”).

Government and Internal Investigations

Complementing his national security and international trade practice, Pat has guided clients through a broad range of internal and government investigations, including in connection with the District of Columbia’s False Claims Act, accounting investigations by the Securities and Exchange Commission, and fraud investigations by the Department of Justice.

Litigation and Dispute Resolution

Pat also represents clients in contract dispute and litigation matters nationwide, including Contract Disputes Act litigation before the Armed Services Board of Contract Appeals and Court of Federal Claims, bid protest litigation before procuring agencies and the Government Accountability Office, and complex civil litigation in state and federal courts.

Outside the Firm

Before attending law school, Pat served on active duty for over five years in the U.S. Army as a Ranger-Qualified Infantry Officer. Pat today serves on the leadership committee for the Veteran Leadership Development Group (“VLDG”), a professional network for post-9/11 veterans.

During law school, Pat was a staff member for the American University International Law Review and a Dean’s Fellow for the Legal Rhetoric Department.

As a long-retired West Point rugby player, Pat enjoys staying active and learning how to golf.
