Yağmur obtained her law degree as a high honor student and pursued her master’s degree (LL.M.) on commercial law and information law in Istanbul University Law School. During her master's degree, she completed her thesis on “Protection of Websites” – which is the first academic study in Turkey that approaches the protection of websites in the scope of intellectual property law.

Yağmur’s main areas of expertise are internet and technology law, electronic commerce law, data security law, and media and entertainment law. She has advanced her academic and professional career on information technology law and in the digital world.

Yağmur is the senior associate of Gökçe’s TMC & Privacy team. She is also one of the authors of the first book on e-sports law in Turkey.

During her career, Yağmur has represented many technology-oriented national and multi-national companies and taken part in projects on everyone’s radar. She has worked in joint projects with several foreign law firms such as DLA Piper, K&L Gates, Fieldfisher LLP, Osborne Clarke, and Bristows and has been a team leader in international data protection compliance projects.

Since 2016 January, she has been working as an associate of TMC & Privacy team.

Anayasa Mahkemesi’nin (AYM) 10 Ocak 2024’te Resmi Gazete’de yayımlanan 2020/76 E., 2023/172 K. sayılı kararı ile 5651 Sayılı İnternet Ortamında Yapılan Yayınların Düzenlenmesi ve Bu Yayınlar Yoluyla İşlenen Suçlarla Mücadele Edilmesi Hakkında Kanun’un (5651 sayılı Kanun) bazı hükümleri Anayasa’ya aykırı bulunarak iptal edildi.

Digital Turkish Lira Phase-2 Initiatives Commenced

Under the leadership of the Central Bank of the Republic of Turkey (TCMB), the Digital Turkish Lira Project has successfully completed its first phase, with Phase-2 initiatives now underway. TCMB has released an assessment report detailing the achievements of the first phase. The preparations for the initial phase began in 2022, and successful pilot tests saw the first payment transactions on the Digital Turkish Lira System.

Significant Decision by the Constitutional Court: Some Provisions of Law No. 5651 Canceled

According to the Constitutional Court's (AYM) decision numbered 2020/76 E., 2023/172 K. published in the Official Gazette dated 10 January 2024, some provisions of the Law No. 5651 on the Regulation of Publications on the Internet and Combating Crimes Committed through These Publications (Law No. 5651) were found unconstitutional and annulled.

Mali Suçları Araştırma Kurulu Genel Tebliği’nde (Sıra No:19) Değişiklik Yapılmasına İlişkin Tebliğ (Sıra No: 25) (Tebliğ) 4 Kasım 2023 tarihli Resmi Gazete’de yayımlandı. Tebliğ ile birlikte Mali Suçları Araştırma Kurulu (MASAK) mevzuatında finteklerin uzaktan kimlik tespitine (uzaktan müşteri edinimi) ilişkin beklenen değişiklik gerçekleştirilmiş oldu.

The Communiqué on the Amendment to the General Communiqué of the Financial Crimes Investigation Board (Serial No: 19) (Serial No: 25) (Communiqué) was published in the Official Gazette dated 4 November 2023. With the Communiqué, the expected amendment to the Financial Crimes Investigation Board (MASAK) legislation regarding remote identification (remote customer acquisition) of fintechs was realized.
