The Radio and Television Supreme Council (“RTUK”), considering the intense public complaints about daytime programs in recent periods, has determined that certain programs, which undermine the family institution and allow uncontrolled broadcasts of judicial cases, violate broadcasting principles. Accordingly, under the title of Ethical Principle Decisions, RTUK has introduced new regulations imposing restrictions on such programs.
Ethical Principles
Privacy of Private Life
Respect for the privacy of individuals will be strictly maintained; no information, documents, or records related to an individual’s private life shall be broadcast, and participants will not be pressured to discuss their private lives. Program hosts, experts, or studio guests are prohibited from exerting psychological pressure on participants.
Respect for Society's Values
Program content and commentary must not contravene national and moral values or general ethics, and must avoid behaviors and expressions that could harm the family institution.
Language Usage
The proper, respectful, and non-vulgar use of the Turkish language is mandatory in broadcasts. Editorial responsibility requires avoiding any language errors or offensive expressions.
Protection of Children and Youth
Children, youth, and mentally disabled individuals are strictly prohibited from being invited to the studio, with special sensitivity required when addressing this audience. Topics that could lead to exploitation will not be covered.
Sexual Harassment and Rape
Content that could normalize or incite severe crimes such as sexual harassment and rape will not be allowed. These subjects must be handled in strict accordance with ethical principles.
Combating Violence Against Women
Broadcasts that encourage, trivialize, or exploit violence against women will be prohibited. Content aimed at protecting women's rights will be encouraged.
Confidentiality of Investigations
Ongoing judicial cases under investigation shall not be discussed in daytime programs to prevent jeopardizing the legal process.
Right to Reputation
In order to protect the honour and reputation of individuals, care will be taken not to cover the same subject repeatedly.
These decisions are specifically aimed at preventing the broadcast of content involving violence, exploitation, and illegitimate relationships during hours when children may be watching, intending to protect the family structure and promote content that aligns with society's moral and ethical values. RTUK has stated that it will closely monitor the implementation of these principles and that broadcasters who violate these rules will face severe sanctions.
