Regulation Amending the Price Tag Regulation Has Been Published

The “Regulation Amending the Price Tag Regulation” (“Amendment Regulation”) was published in the Official Gazette dated 11 October 2025 and numbered 33044, introducing significant changes regarding labels, tariffs, and price lists in retail sales. The amendments entered into force on the date of publication.

1. Article 4, titled “Definitions”, of the Price Tag Regulation published in the Official Gazette dated 28 June 2014 and numbered 29044 (“Regulation”) has been amended to include two new paragraphs defining the terms tare and QR code as set out below:

- Tare: The weight of the container in which products sold in bulk are weighed. The tare must be deducted when calculating the net amount.

- QR Code: The visual element that provides access to the price list.

2. In accordance with the Amendment Regulation, price information for products such as books, magazines and newspapers may now also be displayed through electronic devices. These devices must be operational, accessible and available in sufficient number.

3. Amendments to Article 8, titled “Tariff and Price List”, of the Regulation set out the following obligations regarding price lists:

- In restaurants, cafés and similar establishments, price lists must be displayed visibly both inside the premises and at the entrance.

- Price lists may be provided via QR code on tables; however, a physical list must be provided upon request.

- All products offered for sale must be included in the price list. The number of missing or incorrect items will be taken into account when determining a violation.

- All additional charges, including service fees, must be clearly indicated on the price list.

- Businesses are required to transfer their price list data to the system to be established by the Ministry. Those that meet the specified criteria must complete the data transfer within three months from the publication of the relevant procedures and principles.

4. Within the scope of the amendments concerning discounted sales introduced by the Amendment Regulation:

- The “previous sale price” will now be based on the lowest price within the last 10 days, instead of the last 30 days.

- For perishable goods such as fruits and vegetables, as well as for services, the price immediately preceding the discounted price will be taken as the reference.

5. With the amendment to Article 16, titled “Enforcement”, the authority responsible for implementing the provisions of the Regulation has been changed from the Ministry of Customs and Trade to the Minister of Trade.

These amendments aim to ensure that prices are presented to consumers in a more transparent manner, to enhance the accessibility of price lists, and to establish stricter rules for discounted sales practices. Businesses are advised to review their price lists and sales processes to ensure compliance with the new obligations.

Effective Date

The provisions of the Amendment Regulation, to be executed by the Minister of Commerce, entered into force on the date of its publication.
