The Presidential Decision No. 5973 on Export Supports (“Decision No. 5973”) published in the Official Gazette dated 18.08.2022 numbered 31927, sets forth the procedures and principles regarding the financing, through the Support and Price Stabilization Fund, of expenses incurred for the enhancement of companies’ design and institutional capacities in preparation for export, the promotion, marketing and branding of their products abroad, and the sustainable increase of exports with the aim of ensuring their competitiveness in international markets.

The Decision on Amendments to the Export Supports Decision, which amended Decision No. 5973, was published in the Official Gazette dated 23.02.2024 and numbered 32469, thereby introducing changes to Decision No. 5973. Most recently, the Decision No. 9723 on Amendments to the Export Supports Decision (“Decision No. 9723”), which amended Decision No. 5973, was published in the Official Gazette dated 17.04.2025 and numbered 32873. With Decision No. 9723, the scope of supports provided for companies’ domestic and international fair participations has been expanded, the principles regarding the determination of the relevant support amounts have been updated, and various new regulations regarding the implementation have been introduced.

New Definitions Have Been Added to Decision No. 5973

With Decision No. 9723, two new definitions stated below have been added regarding the determination of the scope of support for domestic fair supports.

• Domestic fair support base amount: Refers to the amount to be paid per square meter to the participant, covering expenses for venue rental and booth costs, which is determined and announced by the Directorate General of Exports within the scope of domestic fairs.

• Domestic prestigious fair: Refers to fairs determined by the Directorate General of Exports, which are prominent in their sector at an international level.

The Method for Calculating Domestic Fair Support Has Been Revised

With Decision No. 9723, the Fourth Paragraph of Article 8 of the Decision No. 5973 has been amended.

Under the previous regulation, the invoice expenses for the rental of space and booth costs for domestic fair participants were supported at a rate of 50%, up to a maximum of 80,000 TL. With the amendment, this support amount will now be calculated based on the size of the participant's booth area in square meters, and will be determined using the “domestic fair support base amount.”

New Limitations and Support Upper Limits Determined for Domestic and International Prestigious Fair Supports

With the new regulation, it is explicitly stated that applications for a maximum of two domestic prestigious fairs can be made within a calendar year for the domestic prestigious fair support.

Additionally, it is regulated that if the domestic prestigious fair support is used, the right to this support will be reduced by the amount of the benefit received from the international prestigious fair support.

Furthermore, it has been stated that the amount eligible for the domestic fair support cannot exceed 50% of the approximate total cost per square meter; the support upper limits have been set at 303,563 TL for general domestic fairs and 1,000,000 TL for prestigious domestic fairs.

A Transition Period for the Effective Date of the New Regulations

The said amendments will apply to fairs starting or set to start on or after 01.01.2026 (inclusive).

For fairs that begins before 01.01.2026, the provisions in effect prior to the amendments will continue to apply.
